Washington state is among those hardest hit, with a projected deficit of $12 billion over the next four years. Former Governor Jay Inslee had suggested raising taxes on wealthy residents and businesses to address the issue, but newly inaugurated Governor Bob Ferguson has taken a different approach.
Ferguson has proposed cutting spending by 6% for most state agencies, reducing travel expenses, and eliminating government jobs. While these measures aim to save money, they could also significantly impact public services.
Democratic Representative Timm Ormsby, who oversees the state budget, described the proposed cuts as potentially devastating.

The budget problems are not unique to Washington. Many states are experiencing revenue declines even though the national economy remains strong.
Inflation, the expiration of federal pandemic aid, and the costs of earlier tax cuts have created financial strain. Josh Goodman, a budget expert at The Pew Charitable Trusts, explained that even states with historically strong financial records, like Colorado and Maine, are now facing large deficits.
He also warned that the situation could worsen if the economy slows down, making it even harder for states to manage their budgets.
In response to these challenges, states are adopting different strategies. Nebraska Governor Jim Pillen has proposed cutting higher education funding, increasing taxes on cigarettes and soft drinks, and reducing spending on Medicaid and business incentives.
Maryland Governor Wes Moore plans to address his state’s $3 billion deficit by cutting inefficiencies, restructuring taxes, and using reserve funds.
Moore, however, stressed that economic growth is essential for long-term stability and that states cannot rely solely on spending cuts or tax hikes to fix their problems.

Some states are managing their deficits with less drastic measures. In Maine, for example, lawmakers are trying to fill a $450 million budget gap by considering a mix of spending cuts and tax increases.
Governor Janet Mills has suggested raising cigarette taxes and reducing funding for childcare workers and social services. However, these cuts come at a time when demand for such services is rising, making the decision particularly difficult.
Maine lawmakers are also trying to preserve popular programs like free school meals and tuition-free community college, but balancing the budget will require compromises. Republican lawmakers in Maine oppose tax increases and are pushing for cuts to Medicaid and other programs.
Despite the variety of approaches, most states are trying to avoid the severe budget cuts seen during the Great Recession. Experts note that while states are facing tough decisions, many are relying on reserve funds, hiring freezes, and targeted tax changes to avoid widespread disruptions.
Nevertheless, with revenues expected to grow more slowly in the coming years, state governments may need to make even harder choices to maintain fiscal stability.
