The incident occurred around noon on Christmas Day, according to a probable cause affidavit. Amber Davis was seen on the bridge at Southeast 29th Street, where she allegedly threw a rock that struck a vehicle traveling northbound on I-35.
The rock shattered the vehicle’s windshield, sending shards of glass into the car. Fortunately, the driver was not injured but reported the incident immediately after circling back to the bridge.

A witness, Mara English, called the police after observing the incident.
“There was a female figure with a coat and hood. She raised her arms in the air and threw something down,” English said.
