Venezuelan Duo Arrested in Multi-City ATM Skimming Scheme Across Missouri and Kansas

Two Venezuelan nationals were detained in Richmond, Missouri, for their involvement in an ATM skimming operation that operated in multiple locations across Missouri and Kansas.

Darwin G. Moreno-Conde, 24, and Yorbin Y. Allen-Hernandez, 44, were caught during a search that stretched from Kansas City to St. Louis.

The charges were made following an investigation into a skimming device installed on a local ATM on November 13 that compromised multiple accounts.

Surveillance footage revealed a gray Ford Fusion involved in the skimmer’s placement and retrieval.

The suspect vehicle’s travels were tracked using license plate recognition and flock cameras throughout the Richmond, St. Louis, and Kansas City metro areas.

According to court records, evidence linked the accused to skimming events in Blue Springs, Liberty, Lee’s Summit, Raymore, and Edwardsville, Kansas.

An immigration judge in Michigan ordered Hernandez’s removal in absentia, according to court filings.

The individuals are accused of criminal fraud, theft, and utilizing skimming devices to take $6,690 from at least 45 victims.

Both are being jailed on $250,000 cash-only bonds as the investigation proceeds.
