Race Day Live In Wyoming, two bills aimed at changing the state’s approach to carbon dioxide emissions have failed to pass in legislative committees.
The bills, which were meant to challenge the state’s energy policies, faced strong opposition and sparked public debate but ultimately did not move forward.
House Bill 209 and Senate File 92 both died after failing to advance in their respective committees. These measures had gained attention from lawmakers and industry leaders but saw little support in the legislative process.
HB 209, which was introduced in the House, and SF 92, proposed in the Senate, both focused on rolling back the state’s commitment to capturing, storing, and commercializing carbon dioxide, a key part of Governor Mark Gordon’s energy strategy.
The sponsors of the bills, Rep. Christopher Knapp from Gillette and Sen. Cheri Steinmetz from Torrington, both Republicans, are aligned with the far-right Freedom Caucus.
They argue that Wyoming’s fossil fuel industries should not be burdened by policies aimed at reducing carbon dioxide emissions.
The sponsors and their supporters believe these measures are costly and unnecessary, particularly given the economic challenges faced by the state’s coal and mining industries.
However, opponents of the bills, including coal and mining industry representatives, have raised concerns about the potential loss of economic opportunities linked to carbon capture.
Ranchers and agricultural producers in the state have already invested in carbon dioxide storage projects that could bring millions of dollars in benefits.
These projects aim to capture carbon dioxide and store it underground, preventing it from entering the atmosphere and contributing to climate change.
One rancher, Ron Rabou, testified against SF 92, explaining that his ranch and others in the area had signed agreements for carbon dioxide storage projects, which could generate significant revenue for them.
Rabou emphasized the importance of embracing these economic opportunities, regardless of differing opinions on climate change.
“Whether you agree or disagree with the fact that climate change is real, the market implications are here to stay,” he said.
While some members of the fossil fuel industry remain opposed to carbon reduction policies, they recognize that their future success depends on meeting the growing demand for cleaner energy and lower emissions.

Travis Deti, Executive Director of the Wyoming Mining Association, stated that the coal industry supports carbon capture efforts, as they are vital for meeting emission standards set by customers in other states.
The bill’s sponsors argued that Wyoming should no longer prioritize carbon capture technologies, and they proposed repealing existing laws that mandate carbon dioxide reduction in power plants.
However, critics of the bills, including policy experts and environmental advocates, warned that such a move could undermine Wyoming’s efforts to maintain control over federal environmental programs, including emissions permits.
Despite the bill’s failure, the debate over Wyoming’s approach to carbon dioxide emissions and energy policy is far from over.
It remains to be seen whether lawmakers will revisit these issues in future sessions or explore alternative approaches to address the state’s energy challenges.
