A man from Venezuela, who entered the U.S. illegally, is now in custody after gaining attention for his viral videos where he boasted about exploiting American laws to get free money and encouraged others to do the same.
Leonel Moreno, dubbed the “migrant influencer,” used TikTok to share information about squatting laws and how newcomers can take advantage of them. However, his account has since been removed from the platform.
Moreno arrived in the U.S. illegally in April 2022 through Eagle Pass, Texas, and was initially paroled. However, he failed to attend his first check-in with Immigration and Customs Enforcement (ICE).
Despite being placed in the Alternatives to Detention program, which provides a cell phone for tracking purposes, Moreno violated the program’s rules and was labelled as a preorder absconder, resulting in his termination from the program.
Authorities struggled to locate Moreno, who has an upcoming court appearance in Florida in February 2025. Initially, he provided an address for Catholic Charities in Miami, but sources suggest he may now be residing in Ohio.
In Ohio, another individual, Fermin Garcia-Gutierrez, has also been exploiting legal loopholes. He has been arrested multiple times in Butler County, Ohio, using various aliases and dates of birth.

Despite being reported multiple times, Garcia-Gutierrez aged 46, continues to evade authorities successfully. His most recent arrest was for possession of drugs and weapons while intoxicated, as well as obstruction.
According to Sheriff Richard Jones, Butler County has housed nearly 1,000 immigrant inmates with ICE detainers since 2021, indicating a broader issue with individuals exploiting gaps in the legal system.
