Venezuelan Nationals Arrested for ATM Skimming Spree in Missouri and Kansas

RAY COUNTY, Mo. – Two people from Venezuela were arrested in Kirkwood, Missouri, on suspicion that they used card skimmers at ATMs in Kansas and Missouri.

Court records show that on November 15, Darwin G. Moreno-Conde, 24, and Yorbin Y. Allen-Hernandez, 44, were arrested at the Kirkwood Police Department and taken to the Ray County jail on charges of using a skimmer at Bank Midwest in Richmond, Missouri.

Several reports of theft at Bank Midwest’s ATMs led their fraud department to discover that skimmers were being put on ATMs along Interstate 70.

It was proven that the skimmers were used at ATMs for the bank in O’Fallon and other cities around St. Louis. It was also said that fraud happened at a Phillips 66 in St. Charles at 3601 Harry Truman Blvd. and a Phillips 66 in St. Louis at 100 Lake St. Louis Blvd.

Moreno-Conde and Hernandez’s car were caught on camera by the ATM’s surveillance camera. Hernandez’s ID was linked to the car, which led to their arrest.

Moreno-Conde was charged with theft and property damage to a bank teller in the first degree. A $250,000 cash-only bond is being used to hold both of them. The first time Moreno-Conde will be seen in court is on November 26.

An immigration judge in Detroit, Michigan, told Hernandez that he had to leave the country.
